One of the best bicycle sharing programs I've seen is in Barcelona. The system is called bicing, they even designed special bicycles for the purpose of bicycle sharing. One of the interesting things they did in the design is make the parts incompatible with any other bike, so there is no incentive for someone to steal anything.
